These two clauses mean basically the same thing. Hebrew poetry was based on this kind of repetition. It would be good to show this to your readers by including both phrases in your translation rather than combining them. However, if it would be unclear in your language, you could connect the phrases in a way that shows that the second phrase is repeating the first one, not saying something additional. Alternate translation: [Light lightning and scatter them; yes, send your arrows and rout them]

David is repeating forms of the word lighten in order to intensify his expression of the idea that it conveys. If your language can repeat words for intensification, it would be appropriate to do that here in your translation. If not, your language may have another way of expressing the intensification.
