the God and Father

Father is an important title for God. Both God and Father refer to God. This phrase could mean that: (1) God is both God and Father to our Lord Jesus. Alternate translation: [The God of the Lord Jesus, who is the Father] (2) God is Father to our Lord Jesus. Alternate translation: [God, who is the Father]

If your language does not use this passive form, you could express the idea in active form or in another way that is natural in your language. Here Paul states that God knows that Paul is not lying. The statement that God knows makes the claim stronger, since God is the one who can prove that the claim is true. If it would be helpful in your language, you could make the idea more explicit. Alternate translation: [he himself knows] or [guarantees]

Here Paul could be referring to: (1) what he has already said and what he is about to say. Alternate translation: [I am not lying in what I am saying] (2) what Paul is about to say in the following verses. Alternate translation: [I am not lying in what I will say] (3) what Paul has already said. Alternate translation: [I am not lying in what I said]

Paul is using a figure of speech here that expresses a strongly positive meaning by using a negative word, not, together with an expression that is the opposite of the intended meaning, lying.
