BrTr And the priest shall view the spot in the skin of his flesh; and if the hair in the spot be changed to white, and the appearance of the spot be below the skin of the flesh, it is a plague of leprosy; and the priest shall look upon it, and pronounce him unclean.

UST The priest should examine the person's infected skin. The priest should look to see if the hair on the infection is white and if the infection itself appears to be under their skin. If it is, then that infection is a symptom of an infectious skin disease. When the priest sees this kind of infection, he should judge the infected person to be impure. The impure person should not touch other people or sacred objects or enter sacred space.

13.3 Pilos. Cogitationes, quibus anima ornatur, mensque contegitur, a qua generantur, sicut caput capillos generat, quibus ornatur et tegitur. Unde capilli capitis vestri omnes numerati sunt Matth. 10.. Inde Nazaræi caput non tondent Num. 6., quia superfluas cogitationes non habent, sanctas autem deponere sanctum, damnum est. 13:3 more than skin-deep: This indicates that either the infection had eaten away the skin or the infection was visible beneath the skin. The white hair, together with the depression in the skin, indicated a skin disease that could spread (13:21-23). This made the person unclean (13:8).
