Here Moses is speaking of the heavens and the earth as if they were living beings that could serve as witnesses. If it would be helpful in your language, you could state the meaning plainly. Alternate translation: [I solemnly declare before all creation]

Here Moses is speaking as if the Israelites’ offspring were seed. See the Introduction to Deuteronomy for a discussion of this use of the term “seed.” Your language may have a comparable expression that you can use in your translation, or you could state the meaning plainly.
