Here, draw out means to recruit men for an army. In the next verse, it refers to how Yahweh will lure Sisera unsuspectingly into a situation where he and his army will be destroyed. Your language may have a verb that can be used in both of these senses. But if trying to use the same word in both places would be unclear, you could express the meaning. Alternate translation: “and recruit”
