Job is speaking as if wisdom, which he also calls understanding, could literally be found in a place. If it would be clearer in your language, you could state the meaning plainly. Alternate translation: “But how can wisdom be obtained? How can a person get understanding?”

I want you to consider where the place of understanding is” or “But now I want you to consider how wisdom can be obtained. I want you to consider how a person can get understanding”

It is harder to know where the place of understanding is than it is to find those things. So I want you to consider how one can obtain wisdom.”
