The officials are using the question form how will we stand? to emphasize that they cannot resist Jehu. If a speaker of your language would not use the question form for that purpose, you could translate this as a statement or as an exclamation. Alternate translation: [Since two kings were not able to stand to his face, we certainly will not be able to stand!]

In this context, stand is a military term that means an army or soldier did not give way before an enemy. Your language may have a comparable expression that you can use in your translation. You can also use plain language. Alternate translation: [could not hold their ground] or [did not survive]

The leaders in Samaria are stating the pronoun we separately, even though the verb translated as will we stand already includes this meaning. He is doing that in order to emphasize a contrast between these kings, who were experienced warriors commanding armies, and themselves as ordinary civilians. Alternate translation: [so how will we common people stand] or [so how will we common people be able to fight successfully against him]
