The author is using the adjective nine as a noun to mean a certain day. Your language may use adjectives in the same way. If not, you can translate this adjective with an equivalent phrase. Alternate translation: [on day nine of the month] or [on the ninth day of the month]

The author assumes that readers will know that by the month, he means the fourth month of the year he is describing. [Zechariah 8:9](../../zec/08/09.md) indicates that later generations fasted during the fourth month of each year because that was the month in which the Babylonians conquered Jerusalem. So the author could expect readers to know what month he meant. You could indicate the month explicitly in your translation if that would be helpful to your readers.
