Since the author says in the next verse that “all the people” fled to Egypt after this, he does not mean here that Ishmael and his men killed all of the “people having been left in the land of Judah” mentioned in verse 22 who were living in the area of Mizpah. Rather, he is using the term Judeans to mean people who were serving the Babylonians with Gedaliah in his government. It may be helpful to clarify this for your readers.
