The pronoun they could refer to a council or court of officials that Nebuchadnezzar assembled to put Zedekiah on trial for rebellion. However, the parallel passage in [Jeremiah 39:5](../jer/39/05.md) reads “and he pronounced judgment on him.” So the author may be using the pronoun they in a general sense, not to refer to specific people.
