The pronoun he refers to Naaman. It may be helpful to clarify this for your readers. Alternate translation: [And Naaman came]

Naaman did not actually say the words Like this and like this. The author is using that expression to summarize what Naaman told the king of Aram. If it would be more natural in your language, you could express this as an indirect quotation.
