The king of Israel is using the question form to emphasize that he cannot heal Naaman. If a speaker of your language would not use the question form for that purpose, you could translate this as a statement or as an exclamation. Alternate translation: [I am not God, killing and making alive, so this man should not be sending to me to remove a man from his leprosy!]
