These two phrases A brutish person does not know and a stupid one does not understand this mean basically the same thing. The second emphasizes the meaning of the first by repeating the same idea with different words. If it would be helpful to your readers, you could combine them and express the emphasis in another way. Alternate translation: [A foolish person neither knows nor understands this] or [The foolish person completely fails to understand this]

The psalmist is using the adjective stupid as a noun to mean a certain kind of person. Your language may use adjectives in the same way. If not, you can translate this adjective with an equivalent phrase. Alternate translation: [any stupid person]
