The author is using this sentence to describe something that happened while the events he has been describing were taking place. He had already reported this in [18:17](../18/17.md), but he mentions it again here in order to provide the background for other events he will describe that happened afterwards. Translate this sentence the same way you did there, and connect it to the story in a way that makes it clear in your language that it is describing something that was ongoing in the background.
