This seems to be a reference to the corps of soldiers stationed at the court who always remained on active military duty, that is, to David’s permanent army. The author describes these troops in [15:18](../15/18.md) and [20:7](../20/07.md), and he says in [8:16](../08/16.md) that Joab commanded them. David wanted to know how many further men were eligible for military service, that is, how great were his reserves. Alternate translation: [his standing army]

By the people, in this context David means the men who could serve in his army. You could indicate this explicitly in your translation if that would be helpful to your readers. Alternate translation: [the fighting men]
