Araunah is speaking of David in the third person as my lord the king to show respect, and he is speaking of himself in the third person as David’s servant to show humility. If it would be helpful in your language, you could translate these expressions with a respectful form in the second person and in a humble form in the first person. Alternate translation: [Why have you, my lord the king, come to me, your servant]

The expression the plague may be restrained is a passive verbal form. If your language would not use that form, you could express the idea in active form or in another way that is natural in your language. Alternate translation: [that Yahweh may restrain the plague]
