The author could be using the same expression that occurs earlier in the book, in [1:14](../01/14.md) and [18:12](../18/12.md), to mean that the angel was preparing to use violence (in the form of this plague) against the people of the city of Jerusalem. When Yahweh tells him to lower his hand, that could mean that he is not to afflict the people with the plague. However, since David sees the angel, it seems more likely that the angel actually had reached out and upward with his hand and that Yahweh told him to put his hand back down and not use it to cause the plague. So you may choose to translate this literally.

The term the angel refers to the angel whom God sent to bring a plague on Israel. You could identify this angel more fully in that way here. However, this angel is identified in [verse 17](../24/17.md) as “the striker among the people.” Because this information appears in the following verse, you may not find a need to explain about the angel further here.
