ULTHe was driven away from the sons of mankind, and his mind was made like that of an animal, and his dwelling was with the wild donkeys. He was given grass to eat like an ox. His body was wet with the dew of heaven until he recognized that the Most High God is ruler over the kingdom of mankind and that he sets over it whom he wishes.

5:21 the Most High God rules . . . and appoints anyone he desires: God had taught Nebuchadnezzar this lesson, and it was the heart of God’s message to Belshazzar. God would appoint a new ruler that very night (5:30-31).
