13:8-14 Half the tribe of Manasseh and the tribes of Reuben and Gad had asked Moses for their inheritance on the east side of the Jordan in the land that had been the kingdoms of Sihon and Og (Num 21:21-35; 32:1-42). In return, they had helped the rest of Israel take possession of their inheritance west of the Jordan (Josh 1:12-18; 4:12-13). Here, the author confirmed their possession of these lands.

This could mean: (1) Alternate translation: “and the nearby city, known as one of the cities of Aroer, that is in the middle of the wadi” (2) Alternate translation: “including the part of that city that is in the middle of the wadi”
After the Israelites had conquered portions of the Promised Land and Joshua had grown old, the Lord directed him to divide the rest of the land among the tribes of Israel as their inheritance (Joshua 13-20). The eastern tribes had already been allotted their land under Moses’ leadership (Numbers 32), but they continued to help the other tribes drive out the Canaanites from land west of the Jordan River. The Lord also instructed the Israelites to designate several cities of refuge, where someone could flee for protection from an avenger if they accidentally killed someone (Numbers 35; Joshua 20).
