TSNTyndale Study Notes:

19:15 This Bethlehem was not the birthplace of David and Jesus in Judah.
• More than twelve towns are named; some apparently did not belong to Zebulun but were on its borders.

UTNuW Translation Notes:

Note 1 topic: figures-of-speech / ellipsis

וְקַטָּ֤ת וְנַֽהֲלָל֙ וְשִׁמְר֔וֹן וְיִדְאֲלָ֖ה וּבֵ֣ית לָ֑חֶם

and,Kattath and,Nahalal and,Shimron and,Idalah and, לָחֶם

The author is leaving out some of the words that in many languages a sentence would need in order to be complete. You can supply these words from the context if that would be clearer in your language. Alternate translation: “And their territory included Kattath and Nahalal and Shimron and Idalah and Bethlehem”

Note 2 topic: figures-of-speech / explicit

עָרִ֥ים שְׁתֵּים עֶשְׂרֵ֖ה וְחַצְרֵיהֶֽן

cities two/dual teen and,villages,their

The author assumes that readers will understand that he is not listing all 12 of the cities that belonged to Zebulun but that the ones he does list were among them. You could indicate this explicitly in your translation if that would be helpful to your readers. Alternate translation: “these were among their 12 cities with their villages”

Tribal Allotments of the Promised Land

After the Israelites had conquered portions of the Promised Land and Joshua had grown old, the Lord directed him to divide the rest of the land among the tribes of Israel as their inheritance (Joshua 13-20). The eastern tribes had already been allotted their land under Moses’ leadership (Numbers 32), but they continued to help the other tribes drive out the Canaanites from land west of the Jordan River. The Lord also instructed the Israelites to designate several cities of refuge, where someone could flee for protection from an avenger if they accidentally killed someone (Numbers 35; Joshua 20).
