The phrase as the officers finish speaking to the people, then they shall appoint leaders shows a sequence of events with one action following the other. The word “then” indicates that the appointment of leaders happens after the officers finish their speech. Here Moses is speaking as if the military leaders were actually the heads of the people. Just as the head controls and directs the body, these leaders would command and direct the people in battle.
