Here, city and it represent the people living in the city. Moses is using the place to refer to its inhabitants. If it would be helpful in your language, you could use an equivalent expression or state the meaning plainly. Verses 11–13 continue to refer to the inhabitants in this way. Alternate translation: [When you approach a city to attack the people who live there, first offer them terms of peace] or [When you draw near to a city to fight against its inhabitants, then you shall call to them offering peace]
