Note 1 topic: figures-of-speech / activepassive
הוּקַ֖ם הַמִּשְׁכָּֽן
set_up the,tabernacle
The use of the passive here indicates that the important thing is the completion of the task of setting up the tent on the specific date Yahweh had commanded. If your language would show that focus in a different way, use a natural form to do that. Alternate translation: “that they set up the Dwelling”
בַּחֹ֧דֶשׁ הָרִאשׁ֛וֹן בַּשָּׁנָ֥ה הַשֵּׁנִ֖ית בְּאֶחָ֣ד לַחֹ֑דֶשׁ
in/on/at/with,month the,first in/on/at/with,year the=second(fs) in/on/at/with,first of_the,month
This refers to exactly one year after God rescued his people from Egypt. See Exodus 12:2.
Note 2 topic: translate-ordinal
בַּחֹ֧דֶשׁ הָרִאשׁ֛וֹן בַּשָּׁנָ֥ה הַשֵּׁנִ֖ית בְּאֶחָ֣ד
in/on/at/with,month the,first in/on/at/with,year the=second(fs) in/on/at/with,first
If your language does not use ordinal numbers, you can use cardinal numbers here. Alternate translation: “in month one, year two, on day one of”
40:1-33 The report on setting up the Tabernacle begins with the Lord’s commands to do so (40:1-15) and continues with the report on how Moses obeyed those commands (40:16-33).
• The repeated statement that Moses did everything just as the Lord had commanded him (40:16, 19, 21, 23, 25, 27, 29, 32) is in radical contrast to Aaron’s self-serving statement in 32:22-24. God wishes to share his presence with us, but his holiness is such that this can occur only if we renounce our own efforts to secure his presence and gifts.

Note: The OET-RV is still only a first draft, and so far only a few words have been (mostly automatically) matched to the Greek words that they’re translated from.
