OET (OET-LV)Not it_was a_city which it_made_peace to the_people_of Yisrāʼēl/(Israel) except the_Hivvi of_Giⱱˊōn the_inhabitants_of DOM the_all they_took in/on/at/with_battle.

OET (OET-RV)No city made peace with the Israelis except for the Hivites who lived in Gibeon—all the rest were taken in battle

uW Translation Notes:

Note 1 topic: figures-of-speech / personification

לֹֽא־הָיְתָ֣ה עִ֗יר אֲשֶׁ֤ר הִשְׁלִ֨ימָה֙ אֶל־בְּנֵ֣י יִשְׂרָאֵ֔ל בִּלְתִּ֥י הַחִוִּ֖י יֹשְׁבֵ֣י גִבְע֑וֹן

not she/it_was (a)_city which/who made_peace to/towards sons_of Yisrael except the=Hivvi inhabitants_of Giⱱˊōn

The author is speaking of a city as if it were a living thing that could make peace. If it would be helpful in your language, you could state the meaning plainly. Alternate translation: [There was not a city whose people made peace with the sons of Israel except Gibeon, whose dwellers were Hivites]

Note 2 topic: grammar-connect-exceptions

לֹֽא־הָיְתָ֣ה עִ֗יר אֲשֶׁ֤ר הִשְׁלִ֨ימָה֙ אֶל־בְּנֵ֣י יִשְׂרָאֵ֔ל בִּלְתִּ֥י הַחִוִּ֖י יֹשְׁבֵ֣י גִבְע֑וֹן

not she/it_was (a)_city which/who made_peace to/towards sons_of Yisrael except the=Hivvi inhabitants_of Giⱱˊōn

If it would appear in your language that the author was making a statement and then contradicting it, you could reword this as a positive statement. Alternate translation: [Gibeon, whose dwellers were Hivites, was the only city whose people made peace with the Israelites]

Note 3 topic: figures-of-speech / abstractnouns

אֲשֶׁ֤ר הִשְׁלִ֨ימָה֙

which/who made_peace

If your language does not use an abstract noun for the idea of peace, you could express the same idea in another way. Alternate translation: [that agreed to live peacefully]

Note 4 topic: figures-of-speech / explicit

אֶת־הַכֹּ֖ל לָקְח֥וּ בַמִּלְחָמָֽה

DOM the,all taken in/on/at/with,battle

The author assumes that his readers will know that the phrase the all refers to all the cities he has just named, with the exception of Gibeon. You could include this information if that would be helpful to your readers. Alternate translation: [They captured all these cities in battle]

TSN Tyndale Study Notes:

11:19-20 The judgment on Canaan was God’s, not Israel’s. God had extended mercy to the Canaanites for several generations. However, God determined that “the sins of the Amorites” now “warrant their destruction” (Gen 15:16), and he hardened their hearts. God used Israel as the instrument and agent of his judgment, just as in later centuries God used other nations to execute judgment upon Israel and Judah for their sins.
