The pronoun he refers to Jehoram in the first instance in this verse, while it refers to Jehoshaphat in the second instance. It may be helpful to clarify this for your readers. Alternate translation: [And Jehoram said … And Jehoshaphat replied]

If this phrase does not have that meaning for your readers, you could use a comparable expression from your language that does have that meaning, or you could state the meaning plainly. Alternate translation: [By what way should we go up]
