These two phrases his holy things shall be to him and what he gives to the priest, to him shall be mean basically the same thing, as long as him refers in both places to the priest (see the note below on these pronouns). The second phrase emphasizes the meaning of the first by repeating the same idea with different words. If it would be helpful to your readers, you could combine them and express the emphasis in another way. Alternate translation: [And a man, the holy things he gives to the priest shall be to him]

The phrase a man … a man is a common expression of his culture used to emphasize that this rule applies separately to each individual person. If this phrase does not have that meaning in your language, you could use a comparable expression from your language that does have that meaning, or you could state the meaning plainly.
