Although it is ambiguous, based on 14:4, he likely refers to the owner of the house that is to be cleansed. This expression contains the context of what the priest is commanding. If this would not be clear in your language, consider stating the referent explicitly. Alternate translation: “And the owner of the house that is to be cleansed shall slaughter one bird”
