TSNTyndale Study Notes:

2:23-28 In this controversy, Jesus and his disciples are accused of breaking the Sabbath (Exod 20:8-11). Picking grain by hand in another person’s field was lawful (Deut 23:25). The charge was that by rubbing the chaff from the kernels, the disciples were working on the Sabbath, which was forbidden (Exod 34:21).

Alternate translation: [Humans were made first, and then the Sabbath was set up because of them. It is not true that the Sabbath was set up first, and then humans were made because of it]

Jesus is leaving out some of the words that in many languages a sentence would need in order to be complete.
