אֶל־הַ⁠כֹּהֲנִים֙ הַ⁠לְוִיִּ֔ם

Moses is not distinguishing between priests who are Levites from priests who are not Levites. All priests are Levites but not all Levites are priests. Be sure that this is clear in your translation. Alternate translation: [to the Levites who are priests]

וְ⁠אֶל־הַ⁠שֹּׁפֵ֔ט אֲשֶׁ֥ר יִהְיֶ֖ה בַּ⁠יָּמִ֣ים הָ⁠הֵ֑ם

The implication is that there will be a judge at the place of worship who will make decisions for all of Israel. The judge serves for a limited period of time, then another judge replaces him.
