Here the author quotes from the Old Testament Scriptures. He does not introduce the words as quotations but instead introduces them as words that God has said. However, the audience would have understood that these were words from the Old Testament. The first quotation comes from Deuteronomy 32:35, and the second quotation comes from Deuteronomy 32:36. The words And again are a normal way to include a closely related quotation. See how you translated And again in 1:5 and 2:13. If your readers would not know that these quotations are from the Old Testament, you could include a footnote or use some other form to identify them. Alternate translation: “the one who said … And he also said”

Here God speaks as if he were going to pay people back for what he owed them. God speaks in this way to indicate that the way he will punish people will match what they have done wrong, just like a repayment matches a debt. If it would be helpful in your language, you could state the meaning plainly. Alternate translation: “I will give people what they deserve” or “I will fittingly punish people”
