Abimelek wants his relatives to use the question form for emphasis. If a speaker of your language would not use the question form for that purpose, you could translate this as a statement or as an exclamation. Abimelek is using the two main components of the human body, bone and flesh, to mean the whole body, and when he tells the people of Shechem that he is part of the same body with them, he means that he is their close relative.
