If your readers might not understand why Gaal is speaking to someone who is not present, you could translate his words as if he were speaking directly to others who are present. You could also describe what Gaal is doing here, as the UST does. Alternate translation, continuing the direct quotation: “I would fight against him and his whole army and defeat him!”
