The author is using the preposition over in these two instances in order to depict the imposition of a financial burden on or over wealthy Israelites. If your language would not use a term comparable to “over” in this way, you could use a preposition that indicated the source of the funds, as many versions do. Alternate translation: [And Menahem exacted the silver from Israel, from all of the mighty of valor]

While in many biblical contexts this expression describes a soldier who can fight powerfully and effectively, the term can also describe a person of great wealth and standing, and that seems to be the meaning in this context.
