OET (OET-LV)As also in the Hosea he_is_saying:
I_will_be_calling the not people of_me:
The_people of_me, and the woman not having_been_loved:
Having_been_loved.

OET (OET-RV) The prophet Hosea even wrote:
⇔ “I’ll be calling those ‘my people’
⇔ who’re not my people,
⇔ and I’ll be calling as ‘my love’
⇔ the woman who was never loved.

uW Translation Notes:

Note 1 topic: writing-quotations

ὡς καὶ ἐν τῷ Ὡσηὲ λέγει

as also in ¬the Hosea ˱he˲_/is/_saying

This phrase indicates that what follows in this verse and the next verse are quotations from an Old Testament book (Hosea 2:23; 1:10). If it would be helpful in your language, you could use a comparable phrase that indicates that Paul is quoting from an important text. Alternate translation: “As he says also in the scripture written by Hosea”

Note 2 topic: writing-pronouns

λέγει & καλέσω & μου & μου

˱he˲_/is/_saying & ˱I˲_/will_be/_calling & ˱of˲_me & ˱of˲_me

Here, he, I, and my refer to God. If it would be helpful in your language, you could state this explicitly. Alternate translation: “God says … I, God, will call … my … my”

Note 3 topic: figures-of-speech / pastforfuture

λέγει

˱he˲_/is/_saying

Here Paul uses the present tense verb says to refer to something that happened in the past. If it would not be natural to do that in your language, you could use the past tense in your translation. Alternate translation: “he said”

Note 4 topic: figures-of-speech / quotemarks

καλέσω τὸν οὐ λαόν μου, λαόν μου, καὶ τὴν οὐκ ἠγαπημένην, ἠγαπημένην

˱I˲_/will_be/_calling the not people ˱of˲_me /the/_people ˱of˲_me and the_‹woman› not /having_been/_loved /having_been/_loved

This sentence is a quotation from Hosea 2:23. It may be helpful to your readers to indicate this by setting off all of this material with quotation marks or with whatever punctuation or convention your language uses to indicate a quotation.

Note 5 topic: figures-of-speech / activepassive

τὴν οὐκ ἠγαπημένην, ἠγαπημένην

the_‹woman› not /having_been/_loved /having_been/_loved

If your language does not use the passive form in this way, you can state this in active form or in another way that is natural in your language. Alternate translation: “the one whom I did not love, ‘One I love’”

TSN Tyndale Study Notes:

9:24-26 God was free to select people from the Jews who would have a true spiritual relationship with him; similarly, he was also free to choose some from the Gentiles to be saved as well. Paul uses the prophecy of Hosea to reinforce his point. Hosea predicted that God would renew his mercy to the ten northern tribes that had rebelled against God and were under his judgment. Paul saw a principle that applies to Gentiles as well.
• Those who were not my people: See study note on 10:19.

Note: The OET-RV is still only a first draft, and so far only a few words have been (mostly automatically) matched to the Greek words that they’re translated from.
