The Israelite leaders are stating the pronoun you separately, even though the verb translated as you were already includes this meaning. They are doing that to emphasize David’s personal role in leading the Israelite army. When Yahweh spoke to David as they describe, he was stating the pronoun you separately in both of these instances, even though the verbs translated as you will shepherd and you will become already included this meaning, to emphasize that he was making promises to David. If speakers of your language would use explicit pronouns for these same purposes, you may want to use that construction in your translation. If not, your language may have other ways of showing the meanings here. Alternate translation: [you personally were … I promise that you will shepherd … and I promise that you will become]

These two phrases mean basically the same thing. The second emphasizes the meaning of the first by repeating the same idea with different words.
