The angel of Yahweh is not telling Elijah to get up from sitting or lying down. He is saying Arise to tell Elijah to take action. Your language may have a comparable expression that you can use in your translation. You could also use plain language. Alternate translation: [Take action and go up]

The angel of Yahweh assumes that Elijah will understand that he is telling him something that the messengers are to ask Ahaziah. Elijah is not to ask the messengers to answer this question.
