OET (OET-LV) And the people was expecting the Zaⱪarias, and they_were_marvelling at the time to_be_delaying him in the temple.
OET (OET-RV) Meanwhile, the people outside were expecting Zekaryah to come back out, and were wondering what could be holding him up there inside the temple.
An angel of the Lord appeared to Zechariah while he was working in the temple as a priest. The angel told him that his wife Elizabeth would become pregnant and have a baby, and that he must name him John. Zechariah and Elizabeth were old, and Elizabeth was not able to have children. So Zechariah did not believe the angel. Because he did not believe that what the angel said would happen, the angel made him unable to speak. But later, Elizabeth became pregnant.
It is good to translate this section before you decide on a heading for it. Some other possible headings for this section are:
The Birth of John the Baptist is Announced (GNT)
The angel Gabriel predicts the birth of John the Baptizer
The angel Gabriel announces/prophesies to Zechariah that his wife will have a son
Meanwhile, the people were waiting for Zechariah
¶ While that was happening, the people were waiting outside for Zechariah.
¶ While the angel was speaking to Zechariah, the crowd of worshipers waited for Zechariah to come out.
Meanwhile: In this verse Luke told what the people in the courtyard were doing while Zechariah was in the temple. Languages have different ways to connect events that happened at the same time. In English, such events are often connected with the word Meanwhile (as in the BSB). The Greek text uses the common conjunction that is often translated as “and.” Another way to translate this is to focus on the place where the other event happened. For example:
Outside, the people were still waiting for Zechariah
Use a natural way in your language to indicate that the events in this verse happened at the same time when Zechariah was in the temple.
the people were waiting for Zechariah: The phrase the people refers to the worshipers who were mentioned in 1:10b. They were standing outside the temple praying to God. Zechariah was inside the temple, and they were waiting for him to come out. Refer to them here in a clear way in your language.
and wondering why he took so long in the temple.
They were amazed that he was staying longer than usual in holy place.
They were surprised that he remained so long in the temple.
They thought, “Why is he staying so long in the temple?”
wondering why he took so long in the temple: The Greek word that the BSB translates as wondering indicates that the people were “surprised” or “amazed.” For example:
and were surprised that he was staying so long in the Temple (NCV)
Zechariah stayed inside the temple longer than other priests usually did. The people were surprised at the delay and tried to think of what might be causing him to be late.
temple: The Greek word that the BSB translates as temple refers to the innermost building of the temple in Jerusalem. This is the same word as in 1:9b. See temple, Meaning 2, in the Glossary.

καὶ
(Some words not found in SR-GNT: Καί ἦν ὁ λαός προσδοκῶν τόν Ζαχαρίαν καί ἐθαύμαζον ἐν τῷ χρονίζειν αὐτόν ἐν τῷ ναῷ)
The word And marks a shift in the story from what happened inside the temple to what happened outside. Alternate translation: [While that was happening] or [While the angel and Zechariah were talking]
Note: The OET-RV is still only a first draft, and so far only a few words have been (mostly automatically) matched to the Hebrew or Greek words that they’re translated from.
