Luke uses this phrase to introduce these new characters into the story. Alternate translation: “And there were two other men, who were criminals, who were also being led away”

This does not mean “two other criminals,” which would imply that Jesus was also a criminal. Jesus was innocent, even though the Romans were treating him as if he were a criminal.
