Rose up here likely means stood up. As in 8:5, the people would have stood up to show respect as they listened to the reading from the Law of Moses. Alternate translation: “Then the people stood up where they were”

So this means that the people listened to a reading of the Law for three hours, and then they spent the next three hours in prayer and confession.
