Them means the people and their leaders, as listed in 9:32 and 9:34. Serve is another way of saying “obey.” The implied meaning is that the Israelites did not obey Yahweh even when they had a kingdom of their own, before other nations conquered them. Alternate translation: “They did not obey you even while they had a kingdom of their own”
