OET (OET-LV)And_yield_of_its [is]_increasing to_the_kings whom you_have_appointed over_us in/on/at/with_sins_of_our and_over bodies_of_our [they_are]_ruling and_in/on/at/with_livestock_of_our as_please_of_they and_in/on/at/with_distress great we.

OET (OET-RV)Now its plentiful produce belongs to the kings who you’ve placed over us due to our sins, and who rule over our bodies and over our livestock just however they want to, so we’re terribly distressed.

uW Translation Notes:

Note 1 topic: figures-of-speech / abstractnouns

וּתְבוּאָתָ֣הּ מַרְבָּ֗ה

and,yield_of,its abundant

Produce (pró-duce) is an abstract noun that refers to the crops that grow in the land. If it would be helpful in your language, you could translate the idea behind it with a verb such as “produce” (pro-dúce). Alternate translation: “all that this land produces”

Note 2 topic: figures-of-speech / explicit

לַמְּלָכִ֛ים אֲשֶׁר־נָתַ֥תָּה עָלֵ֖ינוּ בְּחַטֹּאותֵ֑ינוּ

to_the,kings which/who you(ms)_put over,us in/on/at/with,sins_of,our

The implication is that foreign kings now rule over the Israelites because Yahweh is punishing the Israelites for disobeying him. If it would be helpful to your readers, you could say this explicitly. Alternate translation: “the kings who now rule over us because you are punishing us for disobeying you”

Note 3 topic: figures-of-speech / parallelism

לַמְּלָכִ֛ים אֲשֶׁר־נָתַ֥תָּה עָלֵ֖ינוּ & וְעַ֣ל גְּ֠וִיֹּתֵינוּ מֹשְׁלִ֤ים וּבִבְהֶמְתֵּ֨נוּ֙

to_the,kings which/who you(ms)_put over,us & and,over bodies_of,our rule and,in/on/at/with,livestock_of,our

These two phrases mean similar things. In each phrase, the Levites are describing how foreign kings now rule over the Israelites. The second phrase intensifies the first by specifying that the Israelites serve these kings as slaves, and that the Israelites do not even own the animals they work with. You do not need to repeat both phrases in your translation if that might be confusing for your readers. Alternate translation: “You have allowed foreign kings to rule over us as slaves who own nothing”

כִּרְצוֹנָ֔ם

as,please_of,they

Alternate translation: “as they see fit”

TSN Tyndale Study Notes:

9:5-37 This long prayer confesses the nation’s sins and praises God for his compassion throughout history (cp. Pss 105–106; 135–136). It prompted listeners to confess their own unfaithfulness and to call on God to be compassionate and forgive their sins.

OET (OET-RV)Now its plentiful produce belongs to the kings who you’ve placed over us due to our sins, and who rule over our bodies and over our livestock just however they want to, so we’re terribly distressed.

Note: The OET-RV is still only a first draft, and so far only a few words have been (mostly automatically) matched to the Hebrew or Greek words that they’re translated from.
