The word you is plural in both of these instances because David is addressing both Abishai and also Joab, who seems to have been nearby and supporting his brother’s suggestion. So use the plural form in your translation if your language marks that distinction.

The expression Shall a man be killed is a passive verbal form. If your language would not use that form, you could express the idea in active form or in another way that is natural in your language. Alternate translation: [Shall anyone execute a man in Israel today?]

the=day & the=day & the=day

David is repeating the word today in order to emphasize that the glorious day of his restoration to the kingship should not be the occasion of an execution. It might seem that repeating this word three times would be extra information that would not be natural to express in your language. If so, you translate the word only once, expressing what it means in this context. For example, instead of saying “today” in each sentence, you could just say “on this day of celebration” in the second sentence.
