The terms firmly keep and do mean similar things. Moses is using the two terms together for emphasis. If it would be clearer for your readers, you could express the emphasis with a single phrase. Alternate translation: [to follow exactly]

הַ⁠כֹּהֲנִ֧ים הַ⁠לְוִיִּ֛ם

Moses is not distinguishing these priests from other priests who are not Levites. Moses is reminding the people that the priests come from the tribe of Levi. Be sure that this is clear in your translation. Alternate translation: [the priests, who are from the tribe of Levi] or [the Levitical priests]
