OET (OET-LV) [fn] and_ all_of _they_will_say the_nations concerning what has_he_done YHWH thus to_land (the)_this why is_the_heat_of the_anger (the)_great (the)_this.
29:23 Note: KJB: Deut.29.24
OET (OET-RV) ‘All that land is sulfur and burning salt. No one plants anything and nothing sprouts, and not even grass grows in it, like the overthrow of Sodom and Amorah (Gomorrah), Admah and Tsevoim, which Yahweh destroyed in his rage and anger,’
Note 1 topic: figures-of-speech / hyperbole
גָּפְרִ֣ית וָמֶלַח֮ שְׂרֵפָ֣ה כָל־אַרְצָהּ֒
(Some words not found in UHB: and,they_will_say all/each/any/every the=nations on/upon/above/on_account_of//he/it_went_in what? he/it_had_made YHWH thus to,land (the),this what? outburst_of of,the_anger (the),great (the),this )
Here, All its land is an overstatement for emphasis. The land is not literally sulfur and burning salt but there is so much that nothing will grow. Covering the land with sulfur and salt would poison the land and make it unusable for growing anything on. If it would be helpful in your language, you could use a different way to express the emphasis. Alternate translation: [Its land is poisoned with sulfur and burning salt]
Note 2 topic: figures-of-speech / doublet
בְּאַפּ֖וֹ וּבַחֲמָתֽוֹ
(Some words not found in UHB: and,they_will_say all/each/any/every the=nations on/upon/above/on_account_of//he/it_went_in what? he/it_had_made YHWH thus to,land (the),this what? outburst_of of,the_anger (the),great (the),this )
Here the terms nose and wrath mean similar things. Moses is using the two terms together for emphasis. If it would be clearer for your readers, you could express the emphasis with a single phrase. Alternate translation: [in his great anger]
Note 3 topic: figures-of-speech / idiom
בְּאַפּ֖וֹ
(Some words not found in UHB: and,they_will_say all/each/any/every the=nations on/upon/above/on_account_of//he/it_went_in what? he/it_had_made YHWH thus to,land (the),this what? outburst_of of,the_anger (the),great (the),this )
Here, in his nose refers to part of a common expression of this culture, “the burning of his nose” which means that Yahweh is angry. If this phrase does not have that meaning in your language, you could use a comparable expression from your language that does have that meaning, or you could state the meaning plainly. Alternate translation: [in his anger]

Note: The OET-RV is still only a first draft, and so far only a few words have been (mostly automatically) matched to the Hebrew or Greek words that they’re translated from.
Acknowledgements: The Hebrew text, lemmas, and morphology are all thanks to the OSHB and some of the glosses are from Macula Hebrew.
