OET (OET-LV) And_she/it_said to_him/it how will_you_say love_you and_heart_your not with_me this three times you_have_deceived in/on/at/with_me and_not you_have_told to/for_me in/on/at/with_what strength_your great.
OET (OET-RV) Then she said to him, “How can you say, ‘I love you,’ when your heart isn’t with me? You’ve been deceitful to me three times now, and you haven’t revealed to me the secret of your amazing strength.”
Note 1 topic: figures-of-speech / rquestion
How do you say, ‘I love you,’ yet your heart {is} not with me?
(Some words not found in UHB: and=she/it_said to=him/it how say love,you and,heart,your not with,me this three times mocked in/on/at/with,me and=not told to/for=me in/on/at/with,what strength,your great )
Delilah is using the question form for emphasis. If a speaker of your language would not use the question form for that purpose, you could translate this as a statement or as an exclamation. Alternate translation: “You say, ‘I love you,’ but your heart is not with me!”
Note 2 topic: figures-of-speech / quotesinquotes
How do you say, ‘I love you,’ yet your heart {is} not with me?

If it would be clearer in your language, you could translate this so that there is not a quotation within a quotation. Alternate translation: “How can you say that you love me when your heart is not with me?” or “You say that you love me, but your heart is not with me!”
Note 3 topic: figures-of-speech / metaphor
yet your heart {is} not with me

Here the heart represents a person’s inner thoughts and emotions. If it would be clearer in your language, you could state the meaning plainly. Alternate translation: “yet you have not shared your innermost secrets with me”
16:1-31 There is nothing of judgeship in this last chapter of Samson’s checkered history. Samson effectively abandoned his calling and was eventually stripped of his gifting as well. Only in his final encounter, when he again turned to the Lord in prayer, did any of his heroic stature revive.

Note: The OET-RV is still only a first draft, and so far only a few words have been (mostly automatically) matched to the Hebrew or Greek words that they’re translated from.
