OET (OET-LV)And_came_up to_her/it the_rulers_of [the]_Fəlishtiy and_they_said to/for_her/it entice DOM_him and_see in/on/at/with_what strength_of_his great and_in/on/at/with_what will_we_prevail to_him/it and_bind_him in_order_to_subdue_him and_us we_will_give to/for_you(fs) each one_thousand and_hundred silver.

OET (OET-RV)The Philistine leaders came to her and requested, “Make him open up. Find out what makes him strong, and how we can beat him, so that we can tie him up to keep him in our power. Then we’ll each give you one thousand one hundred silver coins.”

uW Translation Notes:

Note 1 topic: figures-of-speech / explicit

וַיַּעֲל֨וּ

and,came_up

See the discussion in the General Notes to this chapter of the author’s use of the words up and “down” with descriptions of travel. Alternate translation: [came]

Note 2 topic: figures-of-speech / idiom

וַאֲנַ֨חְנוּ֙ נִתַּן לָ֔ךְ אִ֕ישׁ

and,us give to/for=you(fs) (a)_man

The Philistine lords are using a common expression to mean that each one of them will give Delilah the amount specified. If it would be helpful in your language, you could state the meaning plainly. Alternate translation: [And each one of us will give you]

Note 3 topic: figures-of-speech / ellipsis

אֶ֥לֶף וּמֵאָ֖ה כָּֽסֶף

thousand and,hundred pieces_of_silver

The lords are leaving out some of the words that in many languages a sentence would need in order to be complete. You can supply these words from the context if that would be clearer in your language. Alternate translation: [1,100 pieces of silver]

Note 4 topic: translate-numbers

אֶ֥לֶף וּמֵאָ֖ה כָּֽסֶף

thousand and,hundred pieces_of_silver

It is not clear why the Philistine lords offer to give Delilah 1,100 silver pieces each. Usually people offer a large, round number such as 1,000. Some interpreters suggest that in this culture, adding 100 to a number was a way of specifying exactly that amount and no less. See the similar instance in 20:35. Alternate translation: [a full 1,000 pieces of silver]

TSN Tyndale Study Notes:

16:5 The Philistine rulers knew that direct confrontation with Samson would not succeed, so they resorted to subterfuge. The generous offer by the rulers (literally lords) of the five Philistine cities (3:3) shows how seriously the Philistines took this matter.
