Yahweh is not distinguishing this place from another place that is desolate. He is reminding the people of Judah that Jerusalem and its surrounding towns are presently without people or animals, even as he promises that shepherds and their flocks will fill this land again. Be sure that this is clear in your translation. Alternate translation: [this place, which currently lies in ruins,]
