In this context, the expression answer me means more than “say something in response to me.” It means “do what I ask.” In this case, David is asking God specifically to protect him. You could indicate this explicitly in your translation if that would be helpful to your readers. Alternate translation: [and protect me]

David is using a verbal form in which he is addressing himself and suggesting a course of action. (It is common in psalms of supplication for the psalmist to move back and forth between calling to God for help and making observations to himself about his own situation.) If it would be clearer in your language, you could translate this with the same kind of statement form that David uses in the first part of this sentence when he says I am restless. Alternate translation: [and I moan]
