This phrase is a translation of the written Hebrew text. This reading, however, does not seem to make sense, since in contexts like this, the term “answer” usually means “do what they ask” (as in verse 2). You may want to follow an alternative reading from the ancient Greek translation. Alternate translation: [and afflict them]

David is referring specifically to God sitting on his throne, and he is using that action to represent God ruling. If it would be helpful in your language, you could use an equivalent expression or plain language. Alternate translation: [the one enthroned] or [the one ruling]
