David is speaking of the “violence” and “strife” he mentioned in the previous verse (referring back to them here as they) as if they were living things that could go around on the walls of a city. He is speaking of them as if they were watchmen who were supposed to make sure that there was good order in the city but who instead are making sure that there is continual fighting in the city. If it would be helpful in your language, you could state the meaning plainly. Alternate translation: [there is violence all around the city]
